BJP president Amit Shah to visit Arunachal

ITANAGAR, Mar 02: BJP National President Amit Shah is expected to arrive at Itanagar on a two days visit on April 18 and address a party rally and a series of important meetings here.  

BJP National General Secretary incharge North East States, Ram Madhav is also expected to visit Arunachal Pradesh ahead of the BJP president's visit in March end, informed a state BJP release.

 

4 injured in accident

ITANAGAR, Mar 02: Four people sustained injuries after a Tata Sumo they were travelling in fell down a cliff at Kemliko village near Raga today at around 9 am.

Amongst the injured are newly-appointed GNMs Techi Monya, Techi July, Nabam Natup and driver Taba Tatuk. Monya is reportedly six months pregnant.

Lower Subansiri DDSE Yumlam Tana informed that the nurses had hired the vehicle and were on their way from Itanagar to join their posting place at Daporijo, Upper Subansiri.

A rescue team from Ziro led by SDO N Chatung and DSP John Pada were on its way to the accident site, Tana informed.

 

Libang contributes relief materials to fire victims

YINGKIONG, Mar 02: The Parliamentary Secretary PWD Alo Libang visited Pugging village recently and contributed blankets, CGI sheets and cash amount of Rs. 10,000 each and other materials to the fire victims.

The Parliamentary Secretary further assured renovation of village road. Libang was accompanied by EE RWD Dungkeng Sitek, DIPRO O Pertin and senior public leader Kosang Nopi during the visit.

 

Sell of Pork banned in Lohit district

TEZU, Mar 02: Lohit District Magistrate has imposed ban on selling of Pork within Lohit District. The ban has been imposed as a precautionary measure due to infection of Influenza A (H1NI) virus in various states of our country.

Further, DC cum DM has also directed all the domestic pig owners to keep their Pigs in Pig sty. The magistrate also banned import of pork from outside Arunachal Pradesh and other districts. DIPRO

 

NNA demands action against rape accused

ITANAGAR, Mar 02: The Nyishi Nyem Acham (NNA) has vehemently condemned the recent kidnapping and rape incident of two minor girls at Seppa. The organization urged the state Government to take stern action against the accused and award them exemplary punishment immediately.

 

Dr. T Darang dies

ITANAGAR, Mar 02: Dr T. Darang, SMO, who was serving at RKM Hospital here for the last 10 years, died after a brief illness here today.

Born to Late Tashang and Yamum Darang in remote Kebang village in East Siang district, he did his MBBS from Assam Medical College, Dibrugarh in 2004.

Dr. Darang was brought by his paternal uncle Late Tajir Darang and paternal Aunt Yayong Darang Setang after he lost his parent at a tender age. Despite challenges, his grit and determination drove him to excel during his school days in Govt. Secondary School, Pangin and GHSS Pasighat.

He is survived by his wife, a son and two daughters.

RKM Hospital along with its doctors and staff and the public of Itanagar deeply mourned the untimely and sad demise of the dedicated doctor.

There will be a condolence meeting held at the Vivekananda hall at 4 pm tomorrow.

 

Minister visits Oju Welfare

ITANAGAR, Mar 2: Minister of Social Justice, Empowerment & Women and Child Development, Wanglin Lowangdong along with MLA Tirong Aboh visited Oju Welfare Association accompanied by Women and Child Development, Director RT Riba and Joint Director T Pertin.  

They were briefed about the projects and programmes running under the Oju Welfare Association. The Minister interacted with the students, staffs and was quite impressed and appreciated the various works carried out by the organization. He assured to extend his support in the near future.

 

DSU calls for action against assault case

ITANAGAR, Mar 02: Claiming that a PRI leader has physically assaulted one of local resident recently, Doimukh Students' Union has lodged a complaint with the Papum Pare Deputy Commissioner. The Union claimed that the accused person attacked the victim with sharp edged weapon and seriously injured him just for a minor altercation. The victim is currently undergoing treatment at Arunachal Pradesh State Hospital, Naharlagun, it added.  It also claimed that despite FIR being lodged with the Doimukh Police Station on February 23 last, no arrest has been made yet. The union condemned the police for not taking prompt action. It urged upon the DC to direct the police to arrest the accused person within 7 days failing which it threatened to launch democratic movement.

 

AdiSu mourns death of member

ITANAGAR, Mar 02: While expressing deep shock and grief over tragic demise of Okit Yosung, vice president (P) of All Bogong Banggo Students Union in a road accident on Saturday evening at GTC, Pasighat, the Adi Students Union (AdiSU) has said it will extend all possible support to Bogong Banggo Yameng Kebang (BBYK) and All Bogong Banggo Students' Union (ABSU) in fulfilling their demands, including the early arrest of the driver of the truck involved in the accident.

"He was an energetic and social minded student leader and served the Adi community at his best. He was also an active member of AdiSU and contributed for cause of AdiSU," said AdiSU in a release.

 

Demand for eviction of school land encroacher

ITANAGAR, Mar 02: All Tagin Student Union (ATSU) demanded the district administration to evict the encroachers of Govt. Hr. Sec. School, Daporijo immediately and also dismantle the old laboratory.

An ATSU team alongwith the district land revenue settlement team conducted survey of land demarcation of the school, said that the old laboratory building has been abandoned for decades. Further, the ruined building is posing danger to public of Pakam colony living close to it. ATSU proposed a road through the vacant land.

It also appealed to the state Government and the local MLA to contribute some fund for erection of boundary wall for safety of school land and welfare of student community.

 

Assam Rifles conducts medical camp

ITANAGAR, Mar 2: The 1st Assam Rifles Battalion yesterday conducted medical camp under civic action programme at Khanu village of Longding district. The inauguration of medical camp was done by the second-in-command of 1st Assam Rifles in presence of local Chief, GB, veterans and villagers of Khanu, Changkhao, Chop, Wakka and Votnu villages. A team of para-medical staff of the Assam Rifles took part in the camp. Altogether a total of 793 patients attended the camp in which 242 males, 290 females and 261 children were treated throughout the day. Medicines were distributed free of cost to the villagers.

Adding fanfare to the medical camp so as to reach out to a larger number of people of the remote area, the Assam Rifles unit jazz band enthralled the young and old alike as they too keenly participated with local songs.  A cartoon movie on a projector appealing the youth and young to desist from drugs, drinks and to maintain hygiene standards was appreciated by the village elders. A volleyball match and games for womenfolk was also conducted as part of the camp.

 

Anti Drug awareness campaign held  

AALO, Mar 2:  Regional Institute of Rural Development organised a daylong awareness campaign at Aalo yesterday.

Chairing the meet, former minister Kento Ete said that tribal society is weak in nurturing offsprings and we lack parental care in their upbringing. Values of life in school, societal effort, responsive parent, role of NGO and role of administration and police are important to check the growing ills that plague our society today, he said.

Young Mission Adventure Club, Chairman Yomjum Yomgam and Police Department Prosecuting Officer Gamde Padu dwelt at length on various legal provisions on drug peddlers and drug addicts.

Earlier, Regional Institute of Rural Development, Chairman Jumde Yomgam Gamlin stressed on the need to make a collective effort to check growing drug menace. The SHG and other organizations should also come forward in our endeavour to make a drug free society.

Lohit KVK conducts farmers' awareness prog

NAMSAI, March 02: Krishi Vigyan Kendra, Lohit (Namsai district) in collaboration with Protection of Plant Varieties and Farmers Right Authority, New Delhi has conducted two awareness programmes for farmers at Alubari and Barbeel village respectively on February 26-27 last. A total of 112 farmers from different villages of Namsai sub-division and officers were present in the programmes.

Speaking on the occasion, Dr. D Sasmal, in-charge programme coordinator of the KVK spoke on importance and objectives of the programme. Dr. Debasish Borah, Subject Matter Specialist (Agronomy) thoroughly discussed on the topic "Protection of Plant varieties and Farmers Right Act, 2001", while Chandramani Singh, SMS (Horti) detailed about the possibilities of registration of available varieties of horticultural crops grown by the farmers of the district.

 

ADC distributes relief to Sine fire victims

PASIGHAT, Mar 2: Additional Deputy Commissioner, Boleng T Mize, along with host of officers and leaders visited the fire ravaged Sine village recently where a massive fire had gutted down more than 32 families on Dec 7 last.

The ADC distributed Rupees 13000 each to victim families as relief as per the government sanction.

Expressing deep sympathy and his concern over repeated fire mishaps reported from various parts of the state, ADC Mize advised the villagers that to take adequate preventive measures to tackle such challenges. He also gave some healthy tips for better living condition. DIPRO

 

Mushroom cultivation awareness prog

ITANAGAR, Mar 02: CSIR-North East Institute of Science & Technology, Itanagar Branch organized a training and awareness programme on "Cultivation of Mushroom" at Karmajuli village, Nirjuli today.

While presenting a demonstration on mushroom cultivation, its commercial viability and food values, Dr. Budhen C Baruah said that these edible mushrooms have large number of micro and macro nutrients which are very essential in our body. Dr Chandan Tamuly, in-charge, CSIR-NEIST Branch Itanagar talk on importance of edible mushroom.

Both Dr. Baruah and Dr. Chandan Tamuly distributed 10 numbers of mushroom spawns to the trainees for trial-basis cultivation. Dr Baruah further mentioned the importance of vermin-compost and its production for socio-economic benefit of the unemployed people. He shared technical knowledge in production of vermin-compost in large scale for commercial purposes. Altogether 30 women actively participated in the programme.

 

Eviction drive continues at Ziro

ITANAGAR, Mar 2: In continuation of the Lower District Administration's effort to speed up widening of the roads in Ziro-Hapoli township an eviction drive was carried out today in various parts of the township. Team comprising of EAC Mokar Riba, DySP John Pada, UPO Nabam Kak, AUPO N Nangkar along with police personnel carried out eviction drive at Quarry line and SSB Gate.

EAC Riba informed that eviction drive would continue till all the encroachment along ROW is cleared. He further directed the owners of illegal structures falling within ROW to voluntarily remove it to avoid maximum damage. DIPRO

 

New APSCW team calls on CM

ITANAGAR, Mar 2: The newly constituted team of Arunachal Pradesh State Commission for Women along with Member Secretary and Legal Advisor recently called on Chief Minister Nabam Tuki. The team apprised him about the various challenges faced by the Commission in discharging the duties.

The team also submitted an eight point memorandum to which CM assured to look into the matter.

Pare Hydel project to be completed in Dec 2015

ITANAGAR, Mar 02: Chief Minister Nabam Tuki today visited the Pare Hydro Electric Project near Hoj in Papum Pare district and took stock of the progress made so far.

The 110 MW project is being developed by the North Eastern Electric Power Corporation (NEEPCO) over Pare River at an estimated cost of Rs 1293.99 crore (revised including IDC & FC).

Interacting with project officials, the Chief Minister expressed satisfaction at the progress made and urged for expediting the final touches. He called upon the NEEPCO authorities to give top priority to Corporate Social Responsibility (CSR) activities for the benefit of the project affected people besides abiding by the relief and rehabilitation package guidelines.

In a power-point presentation the NEEPCO officials explained in detail the status of the project as on February 23, 2015.

Later, the Chief Minister inspected the power house and the dam site of the project.

The Chief Minister was accompanied by Doimukh MLA and Speaker Nabam Rebia, Capital MLA Techi Kaso, Papum Pare Deputy Commissioner Tai Kaye and other officials.

The project is run-of-the-river scheme that will utilize the water of Pare River and tail race discharge of the Ranganadi H E Project, which is located about 5-km upstream of the proposed dam of the Pare project. The projected length of the dam (concrete gravity) is 134.275m and height is 63m.

Though the scheduled commissioning of the project is slated for March 2016, the project authorities assured the Chief Minister that all works would be completed by December 2015.

 

 

Forums demand review of hydro power policy

ITANAGAR, Mar 02: "The people of Siang valley are not happy with the hasty Govt policy decision of indiscriminate allocation of hydro projects to individuals/private and semi-Government  agencies in Siang belt" said Siang Indigenous Farmers' Forum and Siang People's Forum in a press conference held at Arunachal Press Club, Itanagar today.

The forums demanded scrapping/reviewing and cancellation of the Govt policy and decision on mega dams within 3 months and threatened to launch agitation against the government if their demands are not fulfilled.

The forums said that such insensitive and indiscriminate allocation of all the river valleys of the state in general and Siang belt in particular may lead to tribal holocaust due to multiple impact of environment hazards, demographic changes due to migrant labour, loss of social habitat of the tribal people, change in socio economic policy of the state due involvement of corporate politics in the state against the tribal interest.

There is no adequate Govt policy to redress the grievances of project affected people and there is no clear cut Govt policy on relief, rehabilitation, settlement and compensation for land loss in case of installation of maga dams in the Siang valley either from union Govt or state Govt, they said.

Arunachal Pradesh have 80% forest cover, but all the forest are private forest owned by private individual or community and the same is duly recognized under the customary practices. But despite recognition of land rights under the customary practices, the Govt is yet to come out with clear cut policy for recognition of the same.

The  Forums further said that the 'external interference over our land rights' is a direct attack on socio economic and cultural rights of the local people and the same is required to be recognized by way of state enactment on public interest before taking away the local land rights through state instrument. So under such prevailing circumstances, the people of the Siang valley are not ready to accept the imposition of mega hydro power project at any circumstances.

The government has signed MoAs/MoUs for upfront money without maintaining public accountability and transparency. Almost in all the cases of MoA/MoU, there is no any provision incorporated for dam safety, local interest, well-defined compensation procedure/package, the Forums claimed adding that the Govt is signing MoA & MoU one after another just to earn upfront money by keeping project affected people in dark.

As per the information revealed from RTI, Govt has already received more than fourteen thousand crores from power developers companies but nothing has been shown that the said money was used on public interest, the Forums claimed.

Therefore, the forums demand review of    MoA/MoU in connection with mega dams in the Siang River,     review of state hydro power policy,    review of state relief, rehabilitation and re-settlement policy.

Despite of various public demands for enactment/formulation of clear cut govt. policy over hydro power issues, Govt is reluctant to listen to the voice of the people which is nothing but an anti-people policy,  the Forums said.

 

 

AoL brings liveliness to Bedagam village

BEDAGAM, Mar 2: Braving bad weather Lohit district Deputy Commissioner Dr B M Mishra, local MLA and a team of Art of Living reached Bedagam village and brightened the lives of seventeen families residing on hilltop by distributing solar lights under  the 'Light a home' project of AoL.

Bedagam village which is 44kms away from Tezu, has no road and electricity. However, a temporary road was constructed recently by the villagers on self-help basis by hiring private machines.  

While appreciating the villagers for their positive approach towards life, Dr B M Mishra exhorted them to take to skilled farming and other gainful employment. He informed the public that the district administration is focused on improving connectivity. The DC gifted the solar lights to five families.

Much to the delight of the villagers, MLA Dr Mohesh Chai also distributed the lamps to five more families. Responding to a public memorandum, Dr Mohesh Chai assured the villagers that their genuine requirements will be met as soon as possible. Dr Chai opined that developmental activities should be taken up on need basis and that political considerations must take a backseat.

"Development should reach people and places without depriving any section due to political inclinations. All must be involved and included and there should be no discrimination while framing and taking up Govt welfare programs." On a strong note he reiterated that both the ruling party and the opposition should join ranks when it comes to development projects for the truly marginalized, setting aside their political differences.

Deepak Sharma, Trustee of the Sri Sri Rural Development Project of the AoL joined the team to distribute lights. He informed the public that the AoL is keen to do more for the people of Arunachal Pradesh. Stressing on the significance of proper youth leadership he further assured to install solar street lights for the benefit of the villagers. DFO T Pertin and Gofailum Kri, Chairman Tamla LAMPS also distributed solar lights to the villagers.

The SSRDP chief also visited Kathan, Tilangkyong and Tillai villages where the Light a Home project was implemented earlier. Interacting closely with the beneficiaries he expressed satisfaction over the fact that the gifts were appreciated by the rural Arunachalees for the good performance.

Ranepsi Chikro, ASM conducted the meeting of the AoL team with the villagers of the area. Sodong Dellang GB Tillai informed the team that the people were very happy with the solar lamp gifts and that the equipment was very handy at the same time sturdy. Dakto Riba, EAC, Wakro appreciated the project implemented in rural areas and for reaching out to people in need. Patam Rangmang, ZPM conveyed the gratitude of the people to Sri Sri Ravi Shankarji for the wonderful light gifts. Sharing his views after intimate interaction with the members of general public Deepak Sharma suggested that govt and all agencies need to promote financial literacy.

 

 

LDSU provides drinking water

ITANAGAR, Mar 02: In what could be termed as service to humanity, a team of Longding District Students' Union (LDSU) provided drinking water to all the residents of Longding town yesterday. Water tankers carrying portable water went around all the colonies and supply water to the residents. The LDSU team decided to continue to supply potable water until rainy season. At the said time they also urged the people to preserve water and adopt the rainwater harvesting method before the rainy season arrives. The team is fetching water from Tissa town, 12 km away from Longding town and the entire vehicles and fuel expenses are paid by the union through donations. "The common citizens of Longding town have been facing the scarcity of water every year during winter season and yet no adequate initiatives have been taken by the district administration and local leaders to provide drinking water to the population. At Longding town there is no proper water supply tank/source," said LDSU president Manlem Wangsu. He further said that every year the state Govt sanctions funds for water supply at Longding town, but there is no tangible measure taken so far to solve the potable water problem.  

Lauding the initiative of the LDSU, a resident of Longding town P Wangsu said no local leaders took such initiative to provide potable water to town dwellers. We have been facing the scarcity of water since many years… I am happy that today I could see fresh water in my kitchen".

 

 

Theatre workshop ends with a call to respect own culture

KHONSA, Mar 02: 1st Assam Rifles Commandant Col. Prashant Nair yesterday emphasized on the urgent need of preserving the age-old tribal culture for the posterity. Exhorting the youth to love and respect their culture, Nair said the effort to jealously guarding the rich tribal culture should start from the families and the social ambiance of the villages. He was addressing at the valedictory function of the week-long theatre workshop at Khonsa Town Club.  

While lauding the traditional chieftain system of Tirap district, the Army officer urged the people to spare no effort to carry forward the system that has been helping the chiefs to run the village administration smoothly for ages. He further urged the youth to channelize their youthful energy towards constructive purposes.

As a part of the programme, a drama on traditional and modern Nocte marriage system was staged by the youth of Lapnan village. Attractive folk dances representing Noctes, Tutsas and Ollo Noctes enthralled the huge gathering. Hangthian Tekwa, a popular Nocte singer presented Nocte and other songs as a part of the programme. The Wu-shu martial artistes displayed kickboxing and stunts to the great delight of the huge audience. It is needless to add here that the DACO and her team and members of TIPS led by Noklam Bisai and Gawang Sumpa worked really hard to make the theatre workshop a grand success.  Many Govt officers, officials, panchayat leaders witnessed the programmed.

In her address District Art and Culture Officer, Sira Meto highlighted the importance of theater and drama to educate the people, especially the youth on the entire gamut of subjects including the sensitive ones concerning the society. She thanked all the individuals and government departments who had extended their cooperation in conducting the theatre workshop successfully

The theme of the workshop was 'alien impact on the indigenous culture of Tirap district.' The workshop was organized  by the district administration in co-ordination with Northeastern Zonal Culture Centre, Dimapur, department of Art and Culture and Tirap Indigenous People's Society. DIPRO

 

 

Nyokum celebrated with traditional fervour

ITANAGAR, Mar 02: Nyokum  Yullo was celebrated with traditional fervor at Leoporiang, Papum Pare district with colourful cultural and sports events. Parliamentary Secretary for Home and Sports and Youth Affairs Likha Saaya attended the festive event as chief guest, while Dr. Nabam Naka Hina Associate Professor RGU as Guest of Honour.  Greeting the people on occasion Saaya said that Nyokum festival ushers peace and prosperity of Nyishi community and appealed the people not to dilute culture with religion.

Stating that the festival is the sign of and identity of Nyishi community, Dr. Nabam Naka Hina exhorted the people to preserve their culture and mother tongue.

The festival was also celebrated at remote Bameng in East Kameng district with great pomp and gaiety under guidance of Vijay Sonam a public leader.  Apart from various cultural programmes the sports event were also held during the programme. Mlorang village football team walked away with first prize in the football while Beyong village won the first prize for Volleyball. The various villages in and around Bameng ADC headquarter took part in the cultural and sports event to mark the festival.

Expressing resentment over absentee government staffs, Nyokum Yullo Celebration Committee Secretary Tani Liyak claimed that 90 percent government staffs were absent during the festival despite being notice served by DC to stay at posting place.

The Nyokum Yullo was celebrated at Tali general ground in Kra-Daadi district under the banner of All Tali Area Students' Union (ATASU) from February 22 to 26.

This Nyokum was celebrated for the first time in 20th Tali constituency after bifurcation of Kra-Daadi district from Kurung Kumey. The entire people of Tali, Pip Sorang circle took active part in the celebration. Large number of students including Byabang Joram, President ANSU and Pritam Wai Sonam, Chief- Coordinator NESO attended the festival.

Mrs. Tamuk Yara was declared Mrs. Nyokum while Mrs. Sorang Yame  and Mrs. Romik Yasuk  were declared first and second runner up respectively. Apart from this cultural event, sports and games competitions were organized to mark the occasion.

Nyokum was celebrated at Bomdila in a befitting manner on February 26. Speaking on the occasion, local MLA Japu Deru exhorted the gathering for maintaining the age-old festival of the Nyishis.  

Nyokum at Kheel

Nyokum Yullo was celebrated with much pomp and gaiety at Kheel under Toru circle. On the occasion OSD to Chief Minister Lham Tashi attended the celebration with Papum Pare Zilla Parishad chairperson Nabam Aka, HoDs, Panchayat leaders and people of Toru circle joined the celebration.

The main attraction of festival was the conduct of games, sports and cultural competition. Also there was display and sell of the local food products.

 

 

Union opposes construction of working women hostel

ITANAGAR, Mar 2: All Upper Siang District Students' Union (AUSDSU) in order to protect the Yingkiong Government Higher Secondary School land has served seven days ultimatum to district administration to fulfill their demands and called to launch agitation in the district if their demands are not fulfilled within the stipulated time.

The union alleged that the government land demarcated for old Boys Hostel of Government Higher Secondary School Yingkiong is being destructed without NOC issued from Education Department of Upper Siang District for construction of RCC wall and establishment of Working Women Hostel, Destitute Children Hostel and Old Age Home at the school land by Urban Development and Housing Department, Upper Siang District.

The Union opposing the construction demanded the district authority and state government to carry out eviction drive, removal of building materials and stopping the construction of wall in the school land for establishment of Working Women Hostel, destitute children Hostel and Old age Home.

It demanded the authority to find out another spot for construction of Working Women Hostel etc outside the school land as construction of such hostel building in school land would create disturbances. The Union further demanded for proper re-demarcation of GHSS, Yingkiong school land and map of Yingkiong Township, issue of legal notification as a measure to protect school land from encroachment in near future.

The union further said that, the School Managing Committee of Govt Higher Secondary School Yingkiong has also passed a resolution not to allow construction of the Working Women Hostel building in the present Boys Hostel premises of GHSS Yingkiong and the then Deputy Commissioner Dr. Tariq Thomas has also revoked the earlier order ( No. YKLM-69/2006 Dated 23/12/2014) issued in favour of construction of the said women hostel building in the school premises and suggested to find out another suitable place for construction of Working Women Hotel etc.

 

 

 

DRDA employees appeal for absorption in line department

ITANAGAR, Mar 02: The DRDA employees of Dibang Valley district have appealed to the Prime Minister for immediate absorption of all the DRDA employees of the district in line department of the state government failing which they threatened to knock the door of the court for fulfillment of their demand.

The Ministry of Rural Development, Government of India, has written several times to the Government of Arunachal Pradesh for absorption of DRDA employees in the line department of the State Government. But in spite of all that we are not yet absorbed, said the DRDA employees in a representation to Prime Minister of India.

They also apprised the Prime Minister of the fact that the staffs of DRDA have been absorbed in the line department in Andaman and Nicobar Islands and in other states, like Madhya Pradesh, Maharashtra, Rajasthan and West Bengal, the DRDA staffs were merged with ZPs.

"We are not provided with service benefits, including promotion, retirement benefits, regular salary and other service conditions at par with other government employees of the state. There is no promotion avenue and retirement-benefits like pension, gratuity, leave encashment and medical reimbursement for the DRDA employees of our state. The grievances of DRDA staff can be redressed, if we are absorbed in the line department of the state government," stated the representation.

 

 

 

Home Ministry opposes AFSPA repeal

New Delhi, Mar 02: The controversial Armed Forces Special Powers Act (AFSPA) will stay as Union Home Ministry has rejected an official Committee recommendation for repeal of the Act.

A senior Home Ministry official, speaking on condition of anonymity, said that a recommendation for rejection of B P Jeevan Reddy Committee report has been sent to Cabinet Committee on Security headed by Prime Minister Narendra Modi.

Brushing aside all criticism against the Act which is dubbed as "draconian" by several human rights organisations, the Home Ministry said the Act was needed for Army to operate in areas hit by militancy or insurgency.

The Reddy Committee had submitted its report in 2005 suggesting scrapping of the law as it was a "a symbol of oppression".

The committee was set up in 2004, in the wake of intense agitation in Manipur following killing of a woman, Thangjam Manorama, while in the custody of Assam Rifles and the indefinite fast undertaken by activist Irom Sharmila against AFSPA.

The five-member committee, headed by Justice Jeevan Reddy, a former Supreme Court judge, had submitted its report on June 6, 2005.

The 147-page report recommends "the Armed Forces (Special Powers) Act, 1958, should be repealed."

The committee in the report observed that "the Act, for whatever reason, has become a symbol of oppression, an object of hate and an instrument of discrimination and high handedness".

"It is highly desirable and advisable to repeal the Act altogether, without of course, losing sight of the overwhelming desire of an overwhelming majority of the (northeast) region that the Army should remain (though the Act should go)," it said.

Various organisations in Northeast have termed the controversial law as "draconian". Ever since the killing of Manorama, Sharmila has been on an indefinite fast and had declared that she would continue her fast till the Act is repealed. PTI

A big salute to Chief Minister

Dear Editor,

The decision of the Govt. under the leadership of Nabam Tuki to recognize and cherish the contribution of the yesteryears is an extremely laudable step and a clear manifestation of his broad heartedness and his vision of inclusive growth and happiness.

Although his predecessors have delayed to recognize the contributions made by Late Tomo Riba, nevertheless Tuki has made it up by naming the State General Hospital Naharlagun, as “Tomo Riba State referral Hospital”.

The hospital was the place where Lt. Riba used to be seen almost every other day to see patients coming from every corner of the state. Similarly, the decision to recognize the immense contribution of Lt. Dorjee Khandu and Lt. Jarbom Gamlin in their areas of interest deserves loud appreciation.

Tuki has also done justice to the souls of Lt. Sobeng Tayeng, Lt. Tingkhatra, Lt. Setong Sena, Lt T C Teli and of course Lt. Techi Takar by giving them their due share of respect and recognition. If this sort of balanced attitude and action are displayed as a habit and non negotiable vision plan, it will not be a surprise if Tuki himself becomes the longest, the greatest and the most loved Chief Minister of the state.

Proud to be an Indian

Dear Editor

Through the esteemed columns of your paper daily, I would like to draw the attention of the public in general that Arunachal Pradesh is an  integral part of India.

It is worth appreciating that everyone believes that we are Indians.

China has no legal rights to object or criticize the visit of Prime Minister of India to Arunachal Pradesh.

We appreciate, respect and abide by the constitution of India because we are real Indians.

Hindi is regarded as one of the common languages in Arunachal Pradesh and everyone speaks the language instead of their own mother tongue. We sing national anthem of India in every schools, colleges and in important functions. Besides we follow all the rules and laws sanctioned by the Indian Government.

Arunachal Pradesh is not a disputed territory, but is an integral part of India. Therefore, we are Indians and proud to be Indians.

Noise Pollution at odd hours

Dear Editor,

At 4.00 AM on March one, I was rudely woken up by a cacophony coming from a loudspeaker at high decibels.

Under the Noise Pollution (Regulation and Control) Rules, 2000, there is a ban on the use of loudspeakers without police permission and that there can be no use of loudspeakers between 10 PM to 6 AM. Therefore, the use of loudspeakers without permission during day time, and between 10PM to 6AM in the night time even with permission, violates this rule.

Despite the clear-cut provisions of this rule, the C- Sector temple was using loudspeakers at wee hours of the morning!  This is a blatant violation of law!

I stayed awake from the extremely loud noise, hoping that it stops in a while but when it didn't, I tried calling the C- Sector Police Station at #100 but amazingly, the no. said out of order. I can only imagine what will happen when there is a real emergency!

Then I logged on to the internet looking for the Itanagar Police station Phone no. I got 2 phone nos. (0360) 2211283, (0360) 2292376. One didn't work and the other, I rang 11 times but no one answered.

When the Phone nos. didn't work, I woke my cousin up and went out of my house looking for the source of the loud noise.

The source of the noise turned out to be the C-Sector temple near Police Station.

I live far away from the temple, near the Chief Secretary Bungalow and even at that distance, the cacophony was loud and clear!

I went to the temple and requested them to carry on with their Bhajan- Kirtan but sans loudspeaker and it was already 5AM when I reached there. There were group of people beating the drums, playing the harmonium, clanging the cymbal and singing at the top of their voice in the microphone which was turned on to very high decibels.

Also I made them aware about the Noise Pollution (Regulation and Control) Rules, 2000, that it is illegal to use loudspeaker before 6AM and after 10 PM in the night. They did turn off the loudspeaker when requested.

It was weird because the temple is just next to the Police Station, sharing a common wall!

I went to the Police Station to further make a complaint so that they don't repeat the offense. There were no one in the post but when I went inside, guards were sleeping in a room. One of them woke up and I told him about the predicament and also about the 10PM to 6AM rules. He only smiled and said nothing. Also I told him that the Police Station phone no is not working to which he had no answers. He did tell me that on the previous day, the Officer in Charge warned the Temple not to use the loudspeaker after 12 PM.

The morning ordeal left me with a bitter after taste and no sleep.

With this letter, I want to create a general awareness about the usage of the loudspeaker to the public and request the ones involved not to disturb others in wee hours.

This is exam time, many students don't get proper amount of sleep by studying late, also the hospital is nearby, there are younger and older people who needs proper amount of sleep and also such noise at such early morning is a general nuisance and complete violation of the law.

I hope the Police, the temple authorities, Bazar secretary and the public pay attention to such public nuisance henceforth.

Hoping for the best

Dear Editor,

We have been witnessing birth of new districts in our state. Also we are witnessing the constant strife for the location of the headquarters. Although districts can be divided for administrative purpose, but it too carries some ill effects with it. Now the people will recognise on the basis of district. The unity among us can be in danger. The state government is too overburdened without any proper revenue. More and more unregistered organisations will come up without any proper motto or ideology. The sense of “districtcism” will slowly and gradually develop in our mind.

I appeal my fellow Arunachales not to let the districtcism virus creep into our mind.

Proper coordination is need of the hour

Indian railways are planning to connect more areas of Arunachal in days to come. Indian Railways General Manager R K Singh recently during his visit to the state informed that Balipara-Bhalukpong Railway track is complete and trial run will be conducted in the month of April. Also a proposal for connecting Parshuram Kund and Pasighat through Tezu is in the pipeline. These announcements come just days after Prime Minister Narendra Modi flagged off Guwahati-Naharlagun intercity service and New Delhi-Naharlagun AC express train service on 20th February last during his visit to the state.

Naturally people of Arunachal are excited about these railway projects. Besides giving much needed connectivity, it will also help in easy transportation of goods, which in turn will bring down the market inflation. However, the fear of illegal migrants entering state through railway remains very high. Railway authorities will have to properly coordinate with local authorities to ensure that no one dares to enter state illegally by using rail route. As of now, railways and state government has been doing decent job in managing Naharlagun railway station. Few persons have been arrested for trying to enter state without possessing ILP at Naharlagun station. They should continue to keep strict vigil.
